The sliver of a dog is impure according to Imam Ahmad and the majority of the Islamic Jurists, and it is from the prerequisites of prayer which requires one to uplift it from their bodies, clothes or place of prayer in order deem it correct. In the case of the Nullifiers of Wudu, it has nothing to do with it, please refer to the following article: Nullifiers of Wudu
